Guides are not showing when I try to pull them from the ruler. I have tried re-starting Illustrator, and re-setting Preferences, but still not showing. The guides show when I open a new document, but not within the existing file.

I'm using Illustrator CC and I cannot select and move guides with the selection tools. The guides are not locked. I can select the guides in the Layers Panel, but I can only move with the arrow keys.
